Tennessee Valley Authority (TVA) issued this Record of Decision on September 25, 2025, selecting Alternative B from its Final EIS: construction and operation of six GE LM2500 aeroderivative combustion turbine units at the existing Allen CT facility in Memphis, Tennessee, generating approximately 200 MW of dispatchable power. TVA evaluated two alternatives, including No Action. The selected alternative supports continued load growth in the Tennessee Valley, improves transmission system stability in western Tennessee, and facilitates renewable energy integration. Anticipated impacts are largely minor or temporary, with moderate long-term effects on air quality. Mitigations include selective catalytic reduction systems and least tern nest monitoring.12
