The U.S. Department of Energy Office of Clean Energy Demonstrations issued this Notice of Intent to prepare an EIS (DOE/EIS-0569) for the Appalachian Hydrogen Hub (ARCH2), a suite of 12 proposed demonstration projects spanning Ohio, Pennsylvania, and West Virginia. The proposed action is DOE financial assistance to Battelle Memorial Institute to design, construct, operate, and maintain hydrogen production (autothermal reforming with carbon capture, electrolysis, pyrolysis, and waste-gas recovery), storage, delivery, and end-use infrastructure capable of producing at least 1,700 metric tons per day of clean hydrogen. Four alternatives are under consideration, including no action. The EIS will evaluate technology-level impacts; site-specific impacts require subsequent tiered NEPA reviews. The scoping period closes March 3, 2025.1
