The Federal Energy Regulatory Commission (FERC) has issued a Notice of Intent to prepare an Environmental Assessment (EA) for a non-capacity license amendment for the Neal Shoals Hydroelectric Project (No. 2315), located on the Broad River in South Carolina on lands administered by the Sumter National Forest. Applicant Dominion Energy South Carolina, Inc. proposes to replace four existing turbines with eight submersible turbine-generator units installed at existing draft tube openings, construct a new substation and underground duct bank, and decommission the existing generators. The upgrade would increase generating capacity from 4.4 MW to 5.76 MW while maintaining hydraulic capacity at 3,500 cfs. Commission staff plans to issue the EA by February 6, 2026, followed by a 30-day public comment period.12
