The Department of the Army signed a Record of Decision on August 4, 2025, completing the NEPA process for the Army Training Land Retention EIS covering three O'ahu training areas. The Army selected Alternative 2 at Kahuku Training Area (retention of approximately 450 acres) and the No Action Alternative at Kawailoa-Poamoho Training Area and Makua Military Reservation, meaning Army use of the Poamoho and MMR lands will cease when the lease expires in 2029. The Final EIS, published May 16, 2025, analyzed land use, biological resources, cultural resources, hazardous substances, water resources, air quality, noise, and environmental justice across all three sites.12
