The EPA announces the final supplemental risk evaluation for Asbestos Part 2 under TSCA, covering legacy uses and associated disposals of chrysotile asbestos, five additional fiber types, asbestos-containing talc, and Libby asbestos. EPA determined, based on weight of scientific evidence, that asbestos presents an unreasonable risk of injury to human health across conditions of use spanning manufacturing, processing, industrial and consumer use, and disposal. The determination replaces prior condition-by-condition unreasonable risk findings from Part 1 with a single chemical-substance-level finding. EPA must now initiate risk management rulemaking under TSCA section 6(a) to eliminate the unreasonable risk.12
