The U.S. Fish and Wildlife Service is soliciting public comment on an application from SF Azalea, LLC for a 35-year incidental take permit (ITP) under the Endangered Species Act to cover development activities on 560 acres in northwestern Kern County, California. The covered species are the federally endangered San Joaquin kit fox and giant kangaroo rat. The Service has preliminarily determined the action qualifies as low-effect and may be categorically excluded under NEPA. A 210-acre conservation easement is proposed to offset impacts. Comments are due June 12, 2024.
