This Notice of Intent opens a 45-day scoping period for a joint EIS/EIR under NEPA and CEQA for the Bayside Community Resiliency: The Living Levee Project in Imperial Beach, San Diego County, California. The U.S. Fish and Wildlife Service is the NEPA lead agency; the City of Imperial Beach is the CEQA lead. The approximately 14-acre project would repurpose a 1.2-mile segment of the Bayshore Bikeway corridor through the San Diego Bay National Wildlife Refuge into a nature-based coastal flood resilience system. Four alternatives are under consideration. The draft EIS/EIR is expected in mid-2025 and the Record of Decision in early 2026. Scoping comments are due February 24, 2025.12
