The USDA Forest Service is revising the 1990 land management plans for the Malheur, Umatilla, and Wallowa-Whitman National Forests (the Blue Mountains National Forests) in Oregon and Washington, and has issued a Notice of Intent to prepare a single EIS covering all three forests. The proposed action updates desired conditions, objectives, standards, and guidelines to address changes in ecological, social, and economic conditions since 1990. A no-action alternative will serve as the baseline. No wilderness recommendations are carried forward. Scoping comments are due October 6, 2025; the draft EIS is expected approximately one year after this NOI and the final EIS approximately two years out.12
