The Department of the Navy has released a Draft EIS for proposed waterfront infrastructure improvements at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) on Naval Base Kitsap-Bremerton, Washington. The project would construct a new multi-mission dry dock (M2D2) and associated infrastructure to address deficiencies in dry dock capability, capacity, and seismic survivability needed to support the nuclear fleet, including Ford-class carriers. Three alternatives are analyzed, including No Action. Alternative 2 (M2D2 on the east side at existing DD3 location) is the Navy's preferred alternative. A 45-day public comment period runs July 18 to September 3, 2025, with a public meeting on August 7, 2025 in Bremerton.1
