GSA issued a Record of Decision on April 25, 2025, selecting Viable Action Alternative 4 for the modernization of the Bridge of the Americas Land Port of Entry in El Paso, Texas. The Final EIS analyzed two action alternatives and a no-action alternative. GSA selected a multi-level modernization within the existing port boundaries with minor land acquisition of 4 acres from TxDOT and elimination of all commercial cargo operations. The decision was driven by existing traffic, air quality, and noise impacts tied to commercial truck traffic, and the need to align the facility with current CBP land port design standards. Cooperating agencies were CBP and the U.S. International Boundary and Water Commission.12
