GSA issued a Record of Decision on September 4, 2024 selecting the Viable Adaptive Reuse Alternative for three vacant federally owned buildings at 202, 214, and 220 South State Street in downtown Chicago, Illinois, adjacent to the Dirksen U.S. Courthouse. GSA will use NHPA Section 111 outlease authority to solicit market-driven redevelopment proposals, prioritizing plans that meet courthouse security criteria. No federal funds are available for rehabilitation. Two of the three buildings are contributing resources to the Loop Retail Historic District listed in the National Register of Historic Places. A Programmatic Agreement governing historic preservation was executed August 26, 2024.12
