The Federal Railroad Administration (FRA) issued a Final General Conformity Determination under the Clean Air Act for the Palmdale to Burbank Project Section of the California High-Speed Rail System. The California High-Speed Rail Authority (CHSRA) assumed NEPA responsibilities under 23 U.S.C. 327, but FRA retains Clean Air Act General Conformity obligations. FRA found that construction-period NOX and CO emissions would exceed de minimis thresholds in certain years; however, project operations would reduce regional emissions overall. Residual excess emissions will be fully offset to zero through agreements with applicable air districts, bringing the project into conformity with the approved state implementation plan.
