This document is a Notice of Availability of final policy guidance for the Federal Transit Administration Capital Investment Grants (CIG) program, effective immediately upon publication on November 12, 2025. It amends the December 2024 CIG Policy Guidance by replacing the vehicle-miles-traveled-based environmental benefits methodology with one based on EPA National Ambient Air Quality Standards nonattainment and maintenance area designations, removing the social cost of carbon from project evaluations, and dropping urgent care facilities from the access to essential services measure under the land use criterion. FTA received 16 public comments on the August 2025 proposed guidance and responds to each in this notice. This is a programmatic policy document, not a site-specific NEPA review; no project-level impacts or mitigations are analyzed.1
