Cedar Hills Rail LLC (CHR), a noncarrier whose parent is AB Eco Park LLC, filed a verified notice of exemption with the Surface Transportation Board under 49 CFR 1150.31 to operate over approximately 7,150 feet of private track in a 90-acre industrial park spanning North Haven and New Haven, Connecticut, along the CSXT Hartford Line. CHR will enter a track lease and operating agreement with AB Eco, provide common carrier switching service, rehabilitate the existing track, and contract with a yet-unnamed carrier to operate the line. The action is categorically excluded from environmental review. The exemption becomes effective November 7, 2024; petitions for stay are due by October 31, 2024.12
