The U.S. Fish and Wildlife Service published a Notice of Availability for the draft Habitat Conservation Plan (HCP) and draft Environmental Action Statement submitted by Chalan Solar Storage, LLC in support of a 35-year incidental take permit (ITP) under the Endangered Species Act. The project involves construction, operation, and decommissioning of a solar electrical generation and storage facility on approximately 618 acres in northern Kern County, California, roughly 16 miles north of Lost Hills. The ITP covers two federally endangered species: San Joaquin kit fox and giant kangaroo rat. The Service preliminarily determined the project qualifies as low-effect and may be eligible for a categorical exclusion under NEPA. Public comments are due June 20, 2025.12
