NRCS and the U.S. Forest Service issued a revised NOI on June 18, 2025 to prepare an EIS for the Clear Branch Dam Remedial Project in Hood River County, Oregon. Clear Branch Dam, owned by the Middle Fork Irrigation District and located on Mt. Hood National Forest, fails to meet FERC safety standards. The EIS analyzes four alternatives including two no-action scenarios, structural remediation of the existing dam, and construction of a new storage reservoir on Dog River. Federal construction costs are expected to exceed $25 million. Key resource concerns include ESA-listed bull trout, spring Chinook salmon, winter steelhead, northern spotted owl critical habitat, water quality, and recreation. The draft EIS is expected winter 2025/2026 and the final EIS in fall 2026.12
