Notice of Availability of the Record of Decision for the Final Supplemental Environmental Impact Statement for the Coastal Plain Oil and Gas Leasing Program, Alaska

The Bureau of Land Management, Alaska State Office issued a Notice of Availability for the Record of Decision (ROD) for the Final Supplemental Environmental Impact Statement for the Coastal Plain Oil and Gas Leasing Program within the Arctic National Wildlife Refuge. Signed December 8, 2024, by the Acting Deputy Secretary of the Interior, the ROD adopts Alternative D2 from the November 2024 Leasing SEIS. It governs which lands are available for leasing and the terms and conditions, including lease stipulations and required operating procedures, for oil and gas activities on the Coastal Plain. The ROD supersedes the August 2020 ROD and completes the NEPA process mandated by Section 20001 of Public Law 115-97.

Notice of Availability of the Final Coastal Plain Oil and Gas Leasing Program Supplemental Environmental Impact Statement, Alaska

The Bureau of Land Management and U.S. Fish and Wildlife Service, as joint lead agencies, announce the availability of the Final Supplemental Environmental Impact Statement for the Coastal Plain Oil and Gas Leasing Program within the Arctic National Wildlife Refuge in Alaska. The SEIS addresses deficiencies in the 2019 EIS and 2020 Record of Decision and evaluates four action alternatives plus a preferred alternative (D2) for implementing oil and gas leasing on at least 400,000 acres. The document informs two statutorily required lease sales and governs terms for seismic exploration, drilling, and transportation of oil and gas from the Coastal Plain. A decision will be issued no sooner than 30 days after the EPA publishes its Notice of Availability.
