The Bureau of Land Management has released a Draft Resource Management Plan Amendment and Draft Environmental Impact Statement for the Copper Rays Solar Project in Nye County, Nevada, opening a 90-day public comment period. The project requires a right-of-way authorization under FLPMA and a 1998 Las Vegas RMP amendment to reclassify approximately 9,960 acres from VRM Class III to Class IV and realign two utility corridors. Five alternatives are analyzed; the BLM's preferred alternative (Resources Integration Alternative) limits grading to 20 percent of the development area and maintains 60 percent vegetation density. Key resource concerns include the threatened Mojave desert tortoise, groundwater, visual resources, and dust.12
