The U.S. Fish and Wildlife Service proposes to issue a one-year Incidental Harassment Authorization (IHA) under the Marine Mammal Protection Act to Turnagain Marine Construction (TMC) for pile-driving and marine construction activities at a cruise ship berth on the northern shore of Resurrection Bay in Seward, Alaska. The project involves removing 1,830 existing steel piles, dredging, and installing a new pile-supported fixed dock and floating dock structure. FWS estimates up to 631 harassment events affecting as many as 347 individual northern sea otters from the Southcentral Alaska stock, including 461 Level B and 170 Level A harassment instances. FWS proposes findings of negligible impact and small numbers. A draft environmental assessment accompanies the proposed IHA. Comments are due October 23, 2025.12
