The U.S. Fish and Wildlife Service published a Notice of Availability on June 10, 2024, for a draft Habitat Conservation Plan and draft Environmental Assessment associated with an incidental take permit application from Desert Breeze Solar, LLC. The project is a solar energy facility north of Hinkley in San Bernardino County, California. The permit would authorize take of the federally threatened desert tortoise incidental to construction, operation, maintenance, and decommissioning of the site. Mitigations include tortoise translocation, habitat acquisition, and conservation bank credits. Public comments are due July 10, 2024.
