EPA has completed a final risk evaluation under TSCA for diisononyl phthalate (DINP), a high-volume plasticizer used primarily in flexible PVC and found in adhesives, paints, coatings, and other products. The evaluation, initiated following a 2019 manufacturer request from ExxonMobil Chemical Company, Evonik Corporation, and Teknor Apex, concludes that DINP poses unreasonable risk to human health, specifically developmental and liver effects in workers exposed via inhalation during spray application of adhesives, sealants, and coatings. No unreasonable environmental risk was identified. EPA must now initiate risk management rulemaking under TSCA section 6(a).12
