Notice of Record of Decision for the Environmental Impact Statement T-7A Recapitalization at Laughlin AFB, TX

The Department of the Army has issued a Notice of Intent to prepare an EIS for the disposal and reuse of LRA Parcel 20, an approximately 132-acre land parcel at Savanna Army Depot Activity (SVADA) in Illinois. The Army proposes to convey the parcel to the Jo-Carroll Depot Local Redevelopment Authority or other recipients. The EIS will analyze direct effects of the conveyance and indirect effects of subsequent reuse. A 30-day public scoping period opened on December 20, 2024, with a scoping meeting scheduled for January 16, 2025. The Draft EIS is anticipated in late 2025 and the Final EIS in spring 2026.

The Department of the Army issued a Notice of Intent to prepare an EIS for the disposal and reuse of LRA Parcel 20, a 132-acre tract at the former Savanna Army Depot Activity (SVADA) in Jo Daviess and Carroll Counties, Illinois. The parcel was declared surplus in 2018 after the U.S. Fish and Wildlife Service withdrew interest in 2016. The EIS will analyze six alternatives, including no action, three LRA reuse alternatives focused on inland commodity shipping, a recreation-only alternative, and a recreation-plus-solar alternative. Effects on water resources, biological resources, and cultural resources could be significant, and a Clean Water Act wetlands permit may be required.
