EPA Region 2 has issued a Notice of Intent to prepare an environmental assessment under NEPA for dredged material management options in the New York Bight. The action is driven by a projected shortfall in capacity to manage HARS-suitable dredged material from the NY/NJ Harbor region after the Historic Area Remediation Site (HARS) nears its remediation goal. Alternatives under consideration include continued placement at portions of HARS, designation of additional ocean sites for beneficial use, and seafloor habitat creation or enhancement. The scoping comment period closes July 14, 2025, with virtual public meetings on June 24 and June 26, 2025. A draft NEPA document is estimated for September 2025.12
