The U.S. Fish and Wildlife Service (with the Bureau of Reclamation as NEPA lead) has released a draft Environmental Assessment and is accepting public comments on a 50-year Enhancement of Survival Permit application from Freeport Minerals Corporation under ESA Section 10(a)(1)(A). The permit would authorize incidental take of four covered species (spikedace, loach minnow, Gila chub, and narrow-headed gartersnake) in Greenlee and Graham Counties, Arizona, in exchange for implementation of the Eagle Creek Multi-Species Conservation Benefit Agreement. The CBA's centerpiece is construction of a nonnative fish barrier protecting 8.4 miles and approximately 682 acres of upper Eagle Creek from nonnative species invasion. Comments are due February 3, 2025.1
