The U.S. Fish and Wildlife Service has issued a Record of Decision selecting Alternative 2, the proposed action, for the Elliott State Research Forest Habitat Conservation Plan in Coos and Douglas Counties, Oregon. The ROD authorizes an 80-year incidental take permit (ITP) to the Oregon Department of State Lands (DSL) under section 10(a)(1)(B) of the Endangered Species Act, covering take of the threatened northern spotted owl and marbled murrelet incidental to research and forest management activities. The EIS analyzed four alternatives; the selected alternative best fulfills the Service's statutory mission. Mitigations are set out in DSL's HCP, which DSL will monitor for compliance and effectiveness.12
