APHIS has published a final supplemental Environmental Assessment and Finding of No Significant Impact covering emergency response activities for highly pathogenic avian influenza (HPAI H5N1) outbreaks in commercial and backyard poultry operations across all four North American migratory bird flyways (Atlantic, Mississippi, Central, and Pacific). This document supplements a September 2022 EA that covered the initial seven states. As of November 2024, HPAI has affected approximately 110 million birds in 49 states. APHIS determined that the emergency response methods will not have a significant impact on the human environment, and no full EIS is required.12
