This Federal Register notice announces that Enbridge Inc. has petitioned the Federal Trade Commission to reopen and set aside a 2017 Decision and Order (Docket No. C-4604) that imposed restrictions on Enbridge following its merger with Spectra Energy Corp. The Order was designed to prevent coordination between the Walker Ridge Pipeline (Enbridge) and the Discovery Pipeline (partially owned through Spectra via DCP Midstream) in the Gulf of Mexico. On August 1, 2024, Williams Companies acquired DCP's minority interest in the Discovery Pipeline, eliminating Enbridge's indirect ownership. Enbridge argues this changed factual condition makes the Order unnecessary. The FTC is soliciting public comments through March 3, 2025.1
