The Federal Energy Regulatory Commission (FERC) has issued a Notice of Intent to prepare an Environmental Assessment (EA) for the relicensing of the Essex No. 19 Hydroelectric Project (FERC Project No. 2513), an 8.05-megawatt facility owned by Green Mountain Power Corporation. The project is located on the Winooski River in Chittenden County, Vermont.1 Based on the record, including comments on the February 4, 2026, Ready for Environmental Analysis notice, FERC staff does not anticipate that relicensing the project would constitute a major federal action significantly affecting the quality of the human environment. The EA is targeted for issuance on February 4, 2027, with a 30-day public comment period to follow.2
