The Federal Bureau of Prisons (FBOP) issued this Record of Decision selecting the Roxana Site in Letcher County, Kentucky, for construction and operation of a new medium-security Federal Correctional Institution (FCI) housing 1,152 adults in custody and a minimum-security Federal Prison Camp (FPC) housing 256, totaling 1,408. The decision follows a DEIS issued March 1, 2024, and a FEIS issued July 12, 2024, and evaluated three alternatives: No Action, the Payne Gap Site, and the Roxana Site. The Roxana Site was selected because it presents fewer impacts to threatened bat species, wetlands, and utility infrastructure than the Payne Gap alternative. Numerous mitigation commitments address soils, water, biological resources, cultural resources, and hazardous materials.12
