This is a pre-environmental-analysis notice for the relicensing of the Fellows Dam Hydroelectric Project (FERC P-9648-020), a 150-kilowatt run-of-river hydropower facility on the Black River. The applicant, River Street, proposes to continue run-of-river operations while increasing the year-round minimum flow release over the spillway from 6 cfs to a 1-inch equivalent, extending downstream fish passage facility operation into the fall, and developing a flow management, monitoring, and maintenance plan. The application is not yet ready for environmental analysis; scoping is targeted for January 2025.12
