This is not a NEPA document. The Federal Register notice (Vol. 91, No. 18, January 28, 2026) contains three EPA actions under FIFRA and the Safe Drinking Water Act: pesticide registration notices for Bayer CropScience icafolin-methyl herbicide products, a notice of availability of the Fluoride Preliminary Assessment Plan and Literature Survey (the largest item), and a pesticide new-uses receipt notice. None of these are NEPA EIS, EA, NOI, or ROD documents. The fluoride action is EPA's first step toward a human health toxicity assessment that could eventually inform revisions to the fluoride drinking water standard under SDWA. Comments on the Assessment Plan are due February 27, 2026.12
