The U.S. Fish and Wildlife Service is soliciting public comment on an application from Southern California Gas Company (SoCalGas) for an incidental take permit (ITP) under the approved General Conservation Plan for Oil and Gas Activities. The ITP would authorize take of the federally threatened California red-legged frog incidental to safety upgrades and replacement of natural gas transmission Line 247 near Goleta, Santa Barbara County, California. Project activities include removing a 1,200-foot bypass line and installing a replacement 16-inch steel pipeline using jack-and-bore methods. The Service has made a preliminary determination that the action may qualify for a categorical exclusion under NEPA. Comments are due September 3, 2024.1
