EPA is re-issuing a seven-year Marine Protection, Research and Sanctuaries Act (MPRSA) general permit authorizing the transportation and ocean disposal of marine mammal and sea turtle carcasses in U.S. ocean waters, effective August 15, 2025 through July 16, 2032. The previous permit expired January 4, 2024. Eligible permittees include federal, state, tribal, and local government entities, MMHSRP Stranding Agreement Holders, STSSN members, Alaska Natives engaged in subsistence uses, and members of the Makah Indian Tribe. EPA finds adverse environmental impacts minimal and consistent with MPRSA statutory requirements. No substantive changes were made from the expired permit; eligibility and scope provisions were revised.1
