This Federal Register notice publishes the Department of the Interior's response to the Governor of Utah's appeal of the BLM Utah Acting State Director's Governor's Consistency Review determination for the Grand Staircase-Escalante National Monument (GSENM) Proposed Resource Management Plan and Final EIS. The Department denied all 13 alleged inconsistencies raised by the Governor, finding that the State's recommendations do not provide a reasonable balance between national and state interests as required by 43 CFR 1610.3-2(e). The RMP was grounded in Proclamations 6920 and 10286 and prioritizes protection and restoration of Monument objects, landscapes, and biological resources while allowing livestock grazing, motorized recreation, and other uses.12
