FEMA published a Notice of Availability for a Supplemental Programmatic Environmental Assessment (SPEA) that reevaluates the 2010 Final Programmatic Environmental Assessment for Grant Programs Directorate (GPD) Programs. The proposed action is implementation of GPD programs for security and response measures to improve preparedness. FEMA has made a preliminary determination that the original FONSI remains valid, no significant environmental impacts are anticipated, and an EIS is unnecessary. A 30-day public comment period closes January 21, 2025, after which FEMA will issue a final SPEA and FONSI.12
