APHIS Wildlife Services (WS) issued this Notice of Intent on April 15, 2025, to prepare an EIS evaluating grizzly bear damage management (GBDM) activities in Montana. The EIS is required by a November 2024 federal court order (WildEarth Guardians et al. v. Bucknall et al.) finding the 2021 EA inadequate. Five alternatives are proposed, ranging from continuation of current integrated lethal and nonlethal management to complete discontinuation of WS-Montana involvement in GBDM. Cooperating agencies are USFWS and Montana Fish, Wildlife, and Parks. The draft EIS is anticipated in early 2026; the final EIS in fall 2026. Public scoping comments are due May 14, 2025.12
