The U.S. Army Corps of Engineers, Galveston District has issued a Notice of Intent to prepare a feasibility study and EIS for the SAFER Initiative in Harris County, Texas. The Harris County Flood Control District, acting as the Non-Federal Interest under Section 203 of WRDA 1986, is sponsoring the study. The EIS will evaluate structural and nonstructural alternatives to reduce flood risk across eleven watersheds including Brays Bayou, Buffalo Bayou, and Cypress Creek, among others. Scoping comments are due by September 25, 2025, with at least ten public scoping meetings planned for July through August 2025. A Draft EIS is expected in fall 2026.12
