The Department of the Army is preparing a Supplemental Final EIS for heat and electrical upgrades at Fort Wainwright, Alaska, located in the Fairbanks North Star Borough. The existing 68-year-old coal-fired central heat and power plant (CHPP) and its aging distribution system heat and power more than 400 facilities and have experienced near-catastrophic failures. The Army identified four alternatives: a new coal-fired CHPP, a dual-fuel combustion turbine CHPP fueled primarily by natural gas, decentralized natural gas boilers with purchased electricity, and continued operation with periodic upgrades (No Action). The Supplemental Final EIS updates fuel availability, alternative technologies, greenhouse gas emissions, and socioeconomic analysis. A public comment period will follow the 2025 NOA, and a Record of Decision will follow no earlier than 30 days after.1
