This is the Record of Decision for the Hillsboro Solar Project, in which TVA selects the Proposed Action Alternative: executing a 20-year power purchase agreement with Hillsboro Solar, LLC (a subsidiary of Urban Grid) to purchase power from a 200-MW AC solar photovoltaic facility on approximately 1,610 acres in Lawrence County, Alabama. The facility will connect to TVA's existing Trinity-Nance 161-kV transmission line and a new on-site substation. Impacts range from minor to moderate across most resource categories, with moderate-to-large adverse impacts on prime farmland and transportation, and an adverse effect on the Wheeler Station Rural Historic District. Mitigations include native plant meadows, winter clearing windows, bat roost setbacks, and an MOA with the Alabama Historic Commission.123
