The Department of the Air Force issued a Notice of Intent on April 18, 2025 to prepare an EIS for the proposed acquisition, construction, and operation of two Homeland Defense Over-the-Horizon Radar (HLD-OTHR) transmission and receiver sites in the northwest United States, spanning Idaho, Nevada, and Oregon. The system would provide long-range early detection of airborne threats obscured by the Earth's curvature. The EIS analyzes the Proposed Action and a No Action Alternative. Oregon Military Department and Bureau of Land Management are cooperating agencies. Key resources of concern include cultural, visual, and biological resources. A 45-day public scoping period opened with the NOI publication; a Draft EIS is expected in early 2026 and a Final EIS in summer 2027.1
