FHWA, acting through UDOT under a 23 U.S.C. 327 MOU, issued a Finding of No Significant Impact (FONSI) on October 11, 2024, for the I-84/US-89 Interchange Reconstruction in South Weber City, Uintah City, and South Ogden City in Weber and Davis Counties, Utah. The project reconstructs and reconfigures the I-84/US-89 interchange, adds a US-89 bypass route from South Weber Drive to Skyline Drive, and builds a flyover for southbound Harrison Boulevard to US-89, with the stated purpose of improving mobility, safety, and multimodal connectivity. This Federal Register notice announces final federal agency actions and advises that judicial review claims must be filed by April 4, 2025.12
