The U.S. Fish and Wildlife Service proposes to issue a one-year Incidental Harassment Authorization (IHA) under the Marine Mammal Protection Act to the U.S. Navy, authorizing nonlethal Level B harassment of up to six Southern Beaufort Sea (SBS) polar bears between February 9 and April 9, 2026. The authorized activities include mobilization, operation, and demobilization of a temporary ice camp 185 to 370 km north of Prudhoe Bay, Alaska, along with aircraft transportation, submarine training and testing, and related research. FWS finds the proposed take would have negligible impact on the SBS stock and would not unmitigably affect subsistence availability. The Navy must implement a polar bear interaction plan, minimum avoidance distances, flight altitude restrictions, and attractants management. Public comments on the proposed IHA and accompanying draft EA are due by March 4, 2026.12
