The U.S. Fish and Wildlife Service proposes to issue a one-year Incidental Harassment Authorization (IHA) under the Marine Mammal Protection Act to Turnagain Marine Construction (TMC) for pile driving and marine construction activities on the western shore of Passage Canal in Whittier, Alaska, from July 19, 2024, to July 18, 2025. The project involves installation of a 152-by-21-meter floating cruise ship dock using impact, vibratory, and down-the-hole drilling over 31 non-consecutive days. FWS estimates up to 162 northern sea otters from the Southcentral Alaska stock may be taken: 17 by Level A harassment and 145 by Level B harassment. No lethal take is anticipated or authorized. Mitigation measures include shutdown zones, soft-start procedures, bubble curtains, and protected species observers. A draft environmental assessment has been prepared and public comments are due by August 22, 2024.1
