This is a Notice of Availability of interim programmatic guidance from the Federal Highway Administration for the Congestion Mitigation and Air Quality Improvement (CMAQ) Program as amended by the Bipartisan Infrastructure Law (BIL). The guidance, effective November 6, 2024, covers project eligibility, funding apportionment, transfers, performance management, and new BIL-added categories including shared micromobility, lock and dam projects, and zero-emission vehicle infrastructure. It replaces 2013 and 2014 MAP-21 guidance. Public comments are due January 6, 2025. This is a programmatic policy document, not a project-level NEPA review, and no environmental impacts or mitigations are analyzed.1
