APHIS received a petition (No. 25-062-01p) from Ishihara Sangyo Kaisha, Limited requesting a determination of nonregulated status for ISK-311NR-4 Phalaenopsis, a genetically engineered moth orchid modified to produce blue-purple flowers. APHIS prepared a draft plant pest risk assessment (PPRA) and a draft environmental assessment (EA) under NEPA. The PPRA concludes ISK-311NR-4 is unlikely to pose increased plant pest risk compared to unmodified moth orchid. The EA evaluates potential impacts on conventional orchid production, physical environment, biological resources, and human health. Public comments are accepted through August 4, 2025.12
