The Department of the Air Force issued this Notice of Intent on January 8, 2026, to prepare an EIS for the Joint Pacific Alaska Range Complex (JPARC) Regional Special Activity Airspace Optimization Program in Alaska. The proposed action would redesign Special Activity Airspace (SAA) in the existing northern JPARC, establish new SAA over the Gulf of Alaska, and create two large western SAA complexes to address deficiencies in size, dimensions, and spatial continuity that limit 4th and 5th Generation aircrew training. Three action alternatives vary by location of the western complexes, plus a No Action Alternative. The FAA, Army, and Navy are cooperating agencies. A 30-day scoping period opens with publication; the Draft EIS is expected in early 2027 and the Final EIS and ROD in 2028.12
