The U.S. Fish and Wildlife Service has released a Draft EIS evaluating a proposed 50-year incidental take permit for Kaua'i Island Utility Cooperative (KIUC) covering nine federally listed species on the island of Kaua'i, Hawai'i. KIUC's powerline operations, lighting activities, and a conservation strategy are the covered activities. The DEIS analyzes four alternatives including no action, the proposed action (Alternative B, preferred), additional minimization of seabird collision risk (Alternative C), and additional mitigation acreage (Alternative D). The State of Hawai'i DOFAW is a cooperating agency. Public comments are due October 21, 2025, with a Final EIS expected by mid-2026 and a record of decision by fall 2026.12
