FERC has issued a Notice of Availability for the Environmental Assessment of the Kelso-Beaver Reliability Project, proposed by Northwest Pipeline LLC, Portland General Electric Company, B-R Pipeline LLC, and KB Pipeline Company in Cowlitz County, Washington. The project consists of one new KB Compressor Station with a 5,500-horsepower electric-motor driven compressor unit and modification of the existing KB Meter Station. FERC staff concludes the project would not constitute a major federal action significantly affecting the quality of the human environment. Comments are due by September 22, 2025.

FERC issued this Notice of Schedule announcing preparation of an Environmental Assessment (EA) for the Kelso-Beaver Reliability Project in Cowlitz County, Washington. Northwest Pipeline, LLC applied on February 27, 2025 for a Certificate of Public Convenience and Necessity to acquire, construct, and operate a new KB Compressor Station (one 5,500-horsepower electric-motor driven unit) and modify the existing KB Meter Station. The project would create 52,400 Dth/d of westbound capacity and 131,000 Dth/d of eastbound capacity linking Northwest's system to the North Mist Storage facility. The EA is scheduled for issuance August 22, 2025, with a 30-day comment period and a federal authorization decision deadline of November 20, 2025.
