This is a Notice of Schedule for the preparation of an Environmental Assessment (EA) by FERC for the Kemmerer Horsepower Replacement Project in Lincoln County, Wyoming. Northwest Pipeline LLC proposes to retire four legacy reciprocating engine compressors and one legacy gas turbine at its existing Kemmerer Compressor Station and replace them with one Solar Mars 90 gas-fired turbine-driven compressor of approximately 13,220 ISO-rated horsepower on an approximately 80-acre BLM-managed parcel. The EA is scheduled for issuance on October 9, 2025, with a federal authorization decision deadline of January 7, 2026.1 No public comments were received in response to the June 2025 Notice of Scoping.2
