Notice of Availability (NOA) for the Record of Decision (ROD) on the Final Environmental Impact Statement (EIS) and Floodplain Assessment and Statement of Findings for the Kenneth G. Ward (Lynden) and Sumas Land Ports of Entry (LPOE) Modernization and Expansion Projects in Lynden and Sumas, Washington

GSA issued a Record of Decision on December 27, 2024, selecting preferred alternatives for the modernization and expansion of two land ports of entry (LPOEs) in Whatcom County, Washington. For the Lynden LPOE, GSA selected Alternative 3 (North-South Oriented LPOE Expansion), disturbing up to 10.3 acres including primarily agricultural land. For the Sumas LPOE, GSA selected Alternative 4 (Multi-Story Construction LPOE Expansion), disturbing up to 12.9 acres. Both facilities have not been significantly upgraded since the late 1980s and can no longer meet CBP operational needs. Construction sequencing options (concurrent or sequential) remain under evaluation for the design-build phase.

Notice of Availability for a Final Environmental Impact Statement (EIS) and Floodplain Assessment and Statement of Findings for the Kenneth G. Ward (Lynden) and Sumas Land Ports of Entry (LPOE) Modernization and Expansion Projects in Lynden and Sumas, Washington

The General Services Administration (GSA) has released a Final EIS for the modernization and expansion of two U.S.-Canada land ports of entry: the Kenneth G. Ward (Lynden) LPOE in Lynden, Washington, and the Sumas LPOE in Sumas, Washington. Both facilities, last substantially improved in the late 1980s, are operated by CBP and can no longer meet current operational requirements. The EIS evaluates two action alternatives for Lynden and three for Sumas, plus No Action and two construction sequencing options. GSA prefers Lynden Alternative 3 (North-South Oriented, 10.3 acres) and Sumas Alternative 4 (Multi-Story Construction, 12.6 acres). All impacts are assessed as less than significant. The 30-day wait period closes December 16, 2024, after which GSA will issue a Record of Decision.
